Do You Still Need a State Inspection in Texas?

No — for most drivers, annual safety inspections ended January 1, 2025. If you drive a regular car, truck or SUV registered in Hays County, there is no safety inspection to take and no emissions test to pass. You renew your registration and you’re done.

That surprises a lot of people, mostly because the fee didn’t go away. Here’s the whole picture, in plain English, updated for 2026.

What changed

The Texas Legislature passed House Bill 3297, which ended the annual safety inspection requirement for non-commercial vehicles as of January 1, 2025. Before that, nearly every vehicle in the state needed a yearly safety check to renew its registration.

That requirement is gone. Emissions testing still exists, but only in certain counties — and Hays isn’t one of them.

Then why am I still paying an inspection fee?

Because the fee outlived the inspection. Every vehicle registration in Texas still includes a $7.50 inspection program replacement fee. It is named after an inspection almost nobody takes anymore.

You are not being double-charged, and it is not a mistake on your renewal notice. The state kept the revenue line and dropped the requirement. So you pay $7.50 and skip the trip — which, on balance, most drivers consider a fair trade.

What your county actually requires

This is where most of the confusion lives, because the answer genuinely depends on where your vehicle is registered.

Hays County — including Kyle, Buda and San Marcos

Nothing is required. No safety inspection. No emissions test. If your vehicle is registered in Hays County, there is no inspection step in your renewal at all.

Travis and Williamson Counties

Vehicles registered in Travis or Williamson County still require an emissions test. That testing has to be done at an approved emissions station in those counties.

Chapa Auto Craft does not perform emissions testing. We are not an emissions station and we don’t have the equipment, because Hays County has never required it. If you’re registered in Travis or Williamson, you’ll need an approved station — you can find one through the Texas DPS vehicle inspection program.

We’d rather tell you that plainly than have you drive here and find out.

Bexar County — starting in 2026

Bexar County (San Antonio) joins the emissions testing program in 2026. If you’re registered there, or thinking about moving that direction, that’s a change worth knowing about. It does not affect Hays County drivers.

Commercial vehicles

Commercial vehicles still require annual safety inspections statewide. HB 3297 changed the rules for non-commercial vehicles only, so if you run a work truck or a fleet under commercial registration, that requirement hasn’t gone anywhere.

Chapa Auto Craft does not perform state inspections of any kind — commercial or otherwise. You’ll need a licensed inspection station for that. We can still handle the repair and maintenance work on a commercial vehicle; we just can’t issue the inspection.

Nobody is checking your car anymore

Here’s the part that doesn’t get talked about much.

The old safety inspection wasn’t thorough, but it was something. Once a year, somebody looked at your brakes, tires, lights, wipers, horn and mirrors. For a lot of drivers it was the only time anyone checked.

That annual look no longer happens. Nothing replaced it. Tires still wear out, brake pads still get thin, and a headlight that burned out in March will stay burned out until someone notices.

If you’re used to the inspection catching that sort of thing, it’s worth building the habit yourself — a quick look at tire tread and lights every few months, and getting anything that feels different checked out rather than waiting.

Have someone look it over instead

You can’t get a state inspection anymore, but you can still get the car looked at. Next time you’re in — for an oil change, for tires, for anything — ask us to check the things the old inspection covered: brakes, tires, lights, wipers, and the general condition of the vehicle.

This isn’t a state inspection and there’s no certificate at the end of it — that program no longer exists. It’s just someone who works on cars taking a proper look at yours.
